Open Source database software?

I am looking for something that is free (and preferably open source) that I can use to post newsletters on my website. I have used 1and1's WebDatabase, but I need more functionality and customizability than what that provides. I do not know how I would do this with MySQL, but if anyone does, that would be appreciated if you would share. Basically I need a way of displaying a name, date, and download link in a user-intuitive form of posting the information and using the database that is embedded into a website to download the newsletter. I know this is complicated, but I really need some help! Thanks!
