We lost almost 15 million jobs under Clinton why wasnt that an economic catastrophe ?

When the tech bubble burst during Clintons final two years in office we lost almost 15 million jobs, people lost their homes and their life savings. Yet i dont recall Clinton getting up and saying it was a catastrophe of epic proportions that would not recover without mive government intervention.
