An inmate developed a medical problem after being incarcerated in the Pulaski County Jail in 2004.?

Inmate ended up having 2 surgeries and is still connected to a colonoscopy bag. Now the family is told they would have to prove that the medical problem would not have happened if the prisioner was not incarcerated.
