MY BOYFRIEND IS TURNING 18 AND....?!?

mmkay we havent had yet but i think i want to soon. He is going to turn 18 next month and i am 15. He says we cant do anything physical like even having our shirts off and making out. We live in Oregon...is this true? and also he said that we WILL NOT have or anything as soon as he is 18....do u think he is bluffing? Could I....persuade him...? Idk what do do?
